PLC output is ON but the device is not operating — what does that mean?

An ON indication shows that the PLC program has commanded an output. It does not prove that electrical power reaches the field device or that the device can operate.

A PLC output shown as ON is a useful dividing point in fault finding. It normally means the program has reached the required logic state and commanded that output. It does not confirm that the output module, field supply, interposing components, wiring or final device are healthy.

What the PLC indication proves

The indication may be visible on the module, HMI or programming software. Those indications do not all prove exactly the same thing. A software status generally reflects the commanded logic state. A module LED may show the channel state, but neither guarantees that usable voltage and current are reaching the load.

Output module and field supply

Digital outputs may be relay, transistor or triac types and require the correct external supply and common arrangement. A blown channel fuse, lost common, failed module channel or missing field supply can leave the PLC apparently commanding an output with no effective circuit beyond it.

Interposing relays and contactors

Many PLC outputs operate a relay rather than the final load directly. The relay coil, socket, contacts and downstream protection introduce additional test points. A relay can click while its contacts fail to pass the required supply, just as a contactor can energise without a healthy power circuit.

Wiring and final device

Open conductors, loose terminals, damaged connectors, solenoid coils, contactor coils and pneumatic or mechanical problems can all prevent the intended action. The absence of movement therefore does not automatically identify a PLC fault.

A structured fault boundary

The useful question is where the expected electrical state stops: at the PLC terminal, relay coil, relay contact, field connector or device. This requires the correct drawings, knowledge of the output type and safe testing by a competent person. Forcing outputs or bypassing interlocks can create unexpected movement and should not be used casually.
